The Demise of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from various governments. Significant resources is expended on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is able to track projectile deployments from across the border, a capability provided through timely intelligence. From observation points, defense planes that had been deployed to engage hostile cruise missiles roared overhead – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by partner states. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly gives way to resigned acknowledgment: maybe the approaching threat won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.

Persistent Threats

Following this, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in many homes as a result of the night's assault. As typically, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually secure success. This trend will, no doubt, continue.

Strategic Calculations

It is tempting to accuse specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a premise well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to abandon the land that it already controls in Ukraine's south or east.

The issue is that while accepting these circumstances, American administration does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the coming year.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its advantage.

Existing Situation

Objectively, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.

These two forces are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
